The main theme of the movie is that a basic beat cop is training to be an uncover/narc agent so he can get promoted quicker and learn the other side of the police department. What he does not realize is that the entire team including the boss take it way over the line blurring the lines of morality (using/selling drugs, embezzling and even killing for pleasure) and using the badge as an excuse to be evil almost.
